Richard Aaron Chamberlain DrPH, MPH, CPHA, CPM, CHW, RS

Dr. Richard A. Chamberlain is a public health leader and expert with a Bachelor of Science in Biology from Texas A&M International University, a Master of Public Health, and a Doctor of Public Health from Capella University. He has held various positions in municipal public health, including Assistant Health Director for Programs and Services, Chief of Epidemiology, Chief of Health Education and Promotion, High Consequence Infectious Disease Epidemiologist, and Sanitarian. Currently, he serves as the Director of the City of Laredo Public Health Department, which employs 280+ staff and subject matter experts, operating a $24 million budget. Dr. Chamberlain is also an Adjunct Professor of Public Health at Texas A&M International University.

Richard is a licensed Texas Department of State Health Services Registered Sanitarian, Community Health Worker, and National League Cycling Instructor. He holds certifications as a Public Health Administrator, Public Manager, and Diabetes Empowerment Education Program Lead Trainer. As an active member of the American Public Health Association, Council of State and Territorial Epidemiologists, Society of Epidemiological Research, State of Texas Border Health Officials Task Force, Texas Association of City and County Health Officials, and the National Association of City and County Health Officials, he is committed to achieving health equity for the residents of Laredo.

His personal mission and values are founded upon health equity, minority health, and health disparitiesaiming to ensure that every individual has the opportunity to achieve their full health potential without being disadvantaged by their social position or other socially determined circumstances. He firmly believes that stronger partnerships lead to better health outcomes, and is dedicated to fostering collaborative relationships with local, state, national, and international organizations to advance public health.
